NSW: Need to determine how breach occurred: NSW = 2

Federal Agriculture Minister Peter McGauran later said a thorough inquiry was underway already.

"We have a comprehensive investigation underway, looking at every link in the chain,
from the horses' arrival at (Sydney's) Mascot airport, who tended to them, what happened
to the equipment and so on, right through to Eastern Creek and their handling then," he
said.

"No stone's been left unturned to see if there was any breach of the border or the
quarantine barriers erected on Australian soil."
