FED:Coalition would push economy to recession,

Greens leader BOB BROWN says a coalition government would push the economy into recession
if it pursued tens of millions of dollars in spending cuts.

Senator BROWN says there'd be an impact on a million small businesses if the cuts went
ahead, and he's demanded the opposition submit its policies to Treasury for costing.

Internal coalition documents show the opposition's promise to axe Labor's planned carbon
and mining taxes and implement other promises would leave a 70 billion dollar budget shortfall.

SYDNEY, April 16 AAP - The Prime Minister should use the opportunity provided by her
government's first budget, in May, to put substance behind the direction in which she
aspires to lead the nation, The Weekend Australian says in its editorial on Saturday.

Today's strong demand for skills and labour provides Julia Gillard the best possible
time to break the curse of long-term welfare dependency.

Welfare-to-work reform will not deliver short-term savings, and to be effective will
require parallel reform to our incentive-sapping tax system. That's where the worries
start.

Ms Gillard needs to junk her rejection of a "big Australia", recalibrate immigration
levels and fix urban infrastructure bottlenecks. Australians will benefit by welcoming
more migrants.

Labor's policy failures in budget stimulus spending, tax, infrastructure and labour
market reregulation have compounded the structural adjustment pressures from the multi-speed
economy and the strong dollar.

It should rethink the $40 billion or so national broadband network to get value for
money and relieve inflationary pressures that will inevitably exacerbate.

Brisbane's The Courier-Mail says Australia is getting perilously close to the point
at which a tight labour market starts to put pressure on wages and inflation.

Managing the nation's skills needs will be one of the government's most challenging tasks.

The logic behind the Gillard government's plan to slug companies with a $5000 levy
for every low-skilled foreign worker they import is somewhat understandable. However,
businesses that use foreign workers are already required to spend 1-2 per cent of payroll
costs on training.

Instead of piecemeal initiatives in relation to employment, training and skilled labour,
what is needed is a full suite of co-ordinated and complementary measures.

The government must explain the benefits of all the policy ingredients as a whole,
and how they interact to create a harder-working, higher-skilled and more productive Australia.

The Sydney Morning Herald says action against climate change requires a wholesale review
of how modern urban living uses energy produced from greenhouse gas-producing sources
such as coal and oil.

Electricity prices will have to rise, to indicate to consumers the true cost of power,
but rising electricity prices affect everyone.

That is one reason Prime Minister Julia Gillard is finding the going so hard in her
campaign to tax carbon dioxide emissions.

To this situation, NSW's Independent Pricing and Regulatory Tribunal has recommended
that the state authorise steep rises in power charges - to allow for extra investment
in equipment and networks.

Premier Barry O'Farrell will probably do best to allow the power rises, or most of
them, this early in his term, to avoid problems closer to an election. But he should also
put effort into programs which show electricity consumers how to waste less power.

Federal Climate Change Minister Greg Combet has promised to compensate households on
lower and middle incomes for cost increases due to the carbon tax. Since this is not a
welfare measure but an environmental one, the government should explain why all households
are not compensated.

Melbourne's The Age says the government must better explain what the future holds under
its carbon tax proposals.

There are major risks of lost opportunities and penalties for Australia, as the world's
highest greenhouse gas emitter per person, if it continues to lag behind other countries.

Most nations at least have a bipartisan view on carbon pricing, as Australia did until
16 months ago.

Since the coalition under Tony Abbott changed its stance, the Gillard government has
struggled to get Australians to look past narrow self-interest to the sustainable economic
prospects that transformational policy can create.

For that to happen, the government must paint a much clearer picture of what that future holds.

Sydney's The Daily Telegraph says the one man who just happens to hold the balance
of power in a tense federal parliament, independent MP Andrew Wilkie, claims not to recall
an allegation that he demanded Nazi salutes from the cadets under his charge in 1983 but
does allow that his behaviour was poor enough to require disciplinary action.

Mr Wilkie's lapses were clearly newsworthy, not just because they were associated with
a developing news story, but because he seeks to make himself newsworthy at every available
opportunity.

Recently he has thrown around hints that he'll bring down the government if it rejects
his poker machine legislation.

So now we have a perfect storm of pokies, a fractured Labor government, military mistreatment,
Tasmanian independents and Hitler all in the one basket.

You wouldn't read about it.

Melbourne's Herald Sun says independent MP Andrew Wilkie is hiding behind what he claims
is a smear campaign by the pokies industry to distract people from his acts of bastardry
at Duntroon.

After News Ltd revealed allegations the federal independent MP ordered junior cadets
to salute the 50th anniversary of Hitler's rise to power in Nazi Germany, Mr Wilkie said
he had no recollection of the incident.

Mr Wilkie should give permission for his personal records to be released.

This is a man who rode into parliament as an independent on his reputation as a whistleblower
during the Iraq war.

Now that others are blowing the whistle on him, he is shielding himself by saying that
Duntroon, as well as the Australian Defence Force Academy should be investigated to clear
the air.

Weather Qld (BRISBANE)

There is no end in sight for Queensland's flood victims .. with conditions expected to worsen.

More residents are expected to evacuate the state's worst hit areas .. as record-breaking
floods continue to devastate parts of central and southern Queensland.

At Bundaberg on the coast the Burnett River was rising at a rate of 5cm an hour last
night to its highest level in 50 years .. and people in the town have been evacuated with
dozens of homes underwater.

At Emerald .. in land from Rockhampton .. flooding from the Nogoa River cut off the
town by 9.30pm (AEST) last night .. and about 90 people took refuge at evacuation centres
and many more went to stay with relatives and friends.

The river reached 14.65 metres last night and is expected to continue to rise until
tomorrow (Friday).



Bushfires WA (PERTH)

Easing weather conditions have given fire crews hope they can hold a large bushfire
near Toodyay east of Perth to a nature reserve .. and spare homes and private property.

Toodyay came under threat from the bushfire yesterday .. a year to the day from the
bushfires which ravaged the West Australian town last year.

The Department of Conservation and Environment says the fire's not too bad .. and they
hope to have it contained by this morning.



Defence (SYDNEY)

Senior defence figures have reportedly been wined and dined by arms dealers and weapons
manufacturers.

Fairfax says more than 110 free dinners and lunches and tickets to theatre and sporting
events were given to the Defence Department's high-ranking personnel in the past three
years.

The recently retired head of the Chief Capability Development Group .. Vice-Admiral
MATT TRIPOVICH .. enjoyed more than one-quarter of all hospitality taken up .. including
tickets to 11 ACT Brumbies rugby matches.



Kafkias (MELBOURNE)

A 29-year-old man has been charged with murder .. over the discovery of a man's body
in a house in Melbourne's east.

Police were called to the house in Doncaster East just after 11am (AEDT) today .. after
the 54-year-old man's body was found by a friend who came to visit the man.

29-year-old CHRIS KAFKIAS was arrested this afternoon and later charged with one count of murder.

He's appeared before an out-of-sessions court hearing .. and remanded in custody to
appear in the Melbourne Magistrates Court today.



Whaling (ADELAIDE)

Prime Minister JULIA GILLARD has reiterated the federal governments anti-whaling stance
.. amid reports of Japanese officials accepting whale meat gifts.

The ABC has reported Japan's Fisheries Agency has admitted its officials accepted gifts
of whale meat from the body that runs the country's so-called scientific whaling program.

Ms GILLARD says the Australian government is completely opposed to whaling .. and is
taking appropriate action through the international courts.



Denmark Cartoon (COPENHAGEN)

Officials in Denmark say they've foiled a plot to massacre staff at a newspaper ..

which published caricatures of the Prophet MOHAMMED.

Five people have been arrested .. four in Denmark and one in Sweden.

In 2005 .. the Jyllands-Posten newspaper published a dozen cartoons of the Prophet
MOHAMMED .. which triggered violent and sometimes deadly protests around the world.



UK Charity (LONDON)

Britain's government is considering plans under which the public would be asked to
donate to good causes each time they use an ATM.

It's also discussing a plan to allow shoppers who pay for goods or services using debit
cards in stores to round up the cost of purchases and donate the difference.

Cabinet minister FRANCIS MAUDE says the proposals are among a host of potential policies
aimed at increasing donations to British charities .. including adding a voluntary levy
to orders at takeaway restaurants.

Vic: Emotive TV ad to target female smokers

MELBOURNE, April 11 AAP - An emotive advertisement targeting women who smoke will hit
television screens in Victoria from Sunday.

Lung cancer overtook breast cancer as the leading cause of cancer death in among women
in the state in 2006, and remained the top killer in 2007.

About 811 Victorian women died from lung cancer in 2007, more than in any previous year.

The TV advertisement shows a woman learning from a doctor she has lung cancer,then
having to break the news to her children.

Quit executive director Fiona Sharkie urged smokers to think about the impact on their families.

"Although the number of smokers is now in decline, the deadly legacy of the years when
female smoking rates were at their peak is only now becoming apparent," she said.

"More women and families in Victoria are dealing with a lung cancer diagnosis than
ever before, most of those because of smoking.

"Smokers need to realise this could happen to you and your family."

Peter MacCallum Cancer Centre nurse co-ordinator Mary Duffy said she was seeing a growing
number of women with lung cancer.

"Young children who come in often don't know what cancer is or why mummy is sick," she said.

"All they know is that their universe has been disrupted by hospital visits, treatments
and the presence of strangers.

"For women with young children who rely on them for everything, there's probably nothing worse."

Reports that one of the Comancheros has become a Crown witness emerged after New South
Wales police refused to confirm the nature of an operation conducted at the airport on
Wednesday night.

Eleven Comancheros have been charged with the murder of 29-year-old ANTHONY ZERVAS
.. the brother of senior Hells Angel PETER ZERVAS .. who died during the brawl on March
22.

Police allege Mr ZERVAS was beaten with a steel bollard .. and stabbed with a pair
of scissors .. during the violent melee between members of the rival bikie gangs.

fraud at TransGrid .. owner and operator of the state's electricity transmission network.

The ICAC's beginning public hearings into allegations involving a Transgrid employee
and a contractor.

It'll examine whether TransGrid officer GORAN PEVEC took bribes from DOMENIC MURDOCCA
.. or Mr MURDOCCA'S firm Sage Civil Engineering .. for work contracts.

ICAC's also investigating whether Mr MURDOCCA and other Sage Engineering staff defrauded
TransGrid while tendering and performing contracted work.

QLD: Man tries to set fire to himself and policeman: police

BRISBANE, Dec 14 AAP - Police had to use a fire extinguisher to stop a man who tried
to set himself and a Queensland police officer on fire.

Police were called to a Meringandan property, north of Toowoomba, at 9.30pm (AEST)
on Saturday and found the man lying on top of a pile of timber and threatening to set
himself on fire.

On seeing the officers, the man doused himself in fuel and tried to set fire to himself,
police said.

"It (the fire extinguisher) was used as preventative action," a police spokeswoman said.

"There was an attempt to light a flame and I guess as they've seen that they then deployed
the fire extinguisher."

The man then lunged at one of the police officers, spraying him with fuel before attempting
to set the officer alight.

The officers struggled with the man before restraining him.

Both officers received hospital treatment after one had petrol splashed in his eye
and the other had an asthma attack triggered by the petrol vapour.

The alleged offender was taken to Toowoomba Hospital where he was examined and released.

A 34-year-old man is due to appear in the Toowoomba Magistrates Court on January 7
charged with serious assault over the incident.

Former indigenous affairs minister MAL BROUGH has denied any suggestion of impropriety
in his business dealings with Aboriginal communities.

Mr BROUGH .. who lost his Queensland seat of Longman at the November federal election
.. has been working with partners on business projects in a number of Aboriginal communities
.. including in Nguiu in the Tiwi Islands.

Nguiu was the only community during Mr BROUGH'S time as minister to give up control
of their land for 99 years under a controversial lease scheme.

Calling for more scrutiny of Mr BROUGH'S actions .. Aboriginal and Torres Strait Islander

said.

NSW: Man drives car at patrolling bicycle police

A man will appear in a Sydney court today .. accused of trying to run over two police
officers on bicycles.

Police were called to the car park of a Parramatta hotel in Sydney's west just before
midnight .. after staff noticed people in a car acting suspiciously.

As the two officers cycled towards the silver Lexus .. the car was allegedly driven
at them .. clipping the back wheel of one of the bikes and causing its rider to fall off.

The male constable suffered minor injuries while his colleague was unhurt.

Police searching for the car went to a Rouse Hill home and arrested a 27-year-old man
.. who'll face Parramatta Bail Court today on numerous charges .. including dangerous
driving and assaulting police.

The service featured upbeat performances by school musicians and a choir.

Sisters TEGAN and RACHAEL shared their memories of their baby sister .. saying the
family celebrated CAITLIN'S 14th birthday two weeks early on the weekend before she died.

TEGAN said her sister has left footprints on their hearts.

At the end of the funeral .. 14 butterflies were set free to mark what the family described
as CAITLIN'S free spirit and blossoming into a young woman.

SYDNEY, Aug 8 AAP - For almost 20 years, the Bold and the Beautiful's Ridge Forrester
has been doing it really tough, with both Brooke and Taylor vying for his affections.

But now now he has a new love, and Ronn Moss, the actor who plays Ridge in the hit
US daytime soap, couldn't be happier.

Because, frankly, he was tiring of the same two women.

"I have actually got a new love interest in the show so it has perked things up a little
bit for me, I must say," says 54-year-old Moss, who will visit Australia on a concert
tour with his band this month.

"It is about time. After about 19 years they've finally given me somebody new."

Ridge's new love interest is actually Brooke's sister Donna, a pairing that is likely
to give rise to some interesting storylines.

"For me it is a good change because I have been lamenting for years about how I need
some new blood on that show," said Moss.

"I am getting tired of the same two women."

Moss is best known for his TV career, music is his first love.

Before his daytime soap days, Moss fronted rock band Player, which had a massive worldwide
hit with Baby Come Back in 1978.

Moss has released two solo albums - Uncovered and I'm Your Man - since 2000.

His Australian tour begins in Canberra on August 24 with dates booked for Sydney, Wollongong,
Melbourne, Adelaide, Nambour and the Gold Coast.

"We have a bit of a stage show going on with a bit of a backdrop and lights and video
playback and stuff during the show," he said from LA.

"It is a little more involved, a more visual show than I have ever done before. So
we will have a bit of the bells and whistles, kind of a story in the life of what has
gone on for me up to this point."

Moss says many of his Bold fans will see the show, and he hopes they'll see and appreciate
a different side of him.

"They will come to see Ridge and hopefully walk away seeing Ronn," he said.

Moss will perform some of his own material, along with covers such as Robert Palmer's
Addicted To Love.

He's has also choreographed a few dance moves.

"I am not going to be dancing up there like Britney Spears - it is not that kind of
thing," he laughed.

"It is all tongue-in-cheek, having fun with it and it should be good."

Meanwhile, Moss says he is still keen to buy a home in Australia, something that has
been on the cards for some time.

"I have looked at several places and it is just a matter of finding the right place," he said.

"I am attracted to the area around Sydney Harbour."

BRISBANE, Feb 16 AAP - Speaker Tony McGrady has continued his crackdown on disorder
in Queensland's parliament by ejecting another opposition MP.

Nationals MP Howard Hobbs was forced to leave the chamber today after Mr McGrady ordered
him to stop interjecting during Question Time.

The action followed Mr McGrady's decision yesterday to suspend parliament for 15 minutes
after losing patience with Nationals MP Kev Lingard, who was suspended for 24 hours.

Accusing Mr Lingard of causing "grave disorder", Mr McGrady refused to admit he had
overreacted, stressing he was charged with keeping order in the parliament.

He continued on the warpath today, warning several coalition members including Opposition
Leader Lawrence Springborg to improve their behaviour or face eviction.

Yesterday's suspension from parliament sparked strong criticism from Mr Springborg
who later moved a motion of dissent in the Speaker.

Premier Peter Beattie today referred Mr Springborg's statements to the parliamentary
ethics committee, accusing him of not showing enough respect towards the Speaker.

Vic: Police admit failure in footballer rape investigation

MELBOURNE, Feb 10 AAP - Victorian police bungled a rape investigation involving an
AFL footballer five years ago, the state's top detective said today.

Assistant Commissioner for Crime, Simon Overland, said there had been an "almost total
failure" which meant the investigation did not progress over a period of years.

Despite his admission, he defended the force's ability to investigate rape allegations
against high-profile sportsmen.

Mr Overland's acknowledgement of police failings stemmed from a leaked Victorian ombudsman's
report into the handling of rape allegations against a footballer which allegedly took
place in September, 1999.

The ombudsman found police failed to properly investigate the allegation.

Two of the three police involved in the probe could face internal charges, while the
third had already left the force, Mr Overland said.

The two serving officers could face disciplinary action. The office who had left the
force could have the incident noted on his public record.

Mr Overland said there was no question the police investigation into the case was deficient,
but a review had not found any evidence of similar failings.

"There's been a failure in this case. We've reviewed about 16 or 17 other similar cases,"

he told reporters.

"We haven't found similar failing (in those), so I think there is some reassurance
there, and I think we acknowledge and have acknowledged that this is a difficult area
for us."

Mr Overland said sexual crime squad detectives had reopened the case last year.

"It (the investigation) is not yet complete, but we know in the course of that, and
general knowledge about the circumstances of the original investigation, that it was deficient,"

he told reporters.

The matter had been handed to the Ethical Standards Department, Mr Overland said.

"... there's an investigation that's not complete, but suffice to say I think it's
really a failure of our system, an almost total failure it would seem, and the matter
just simply didn't progress for a number of years."

The case was believed to involve the Carlton Football Club.

The club's media manager Ian Coutts declined to comment today.

"I think that this is a leaked report from the ombudsman and it's with the Victoria
Police, and I think that's where it should stay at this stage," Mr Coutts said.

A spokeswoman for the ombudsman's office today confirmed the report, completed last
month, had identified "serious deficiencies" in the police investigation and had recommended
disciplinary action be taken.

The spokeswoman said the ombudsman's office would not make public the report in line
with its obligation to protect the confidentiality of the complainant.

The complainant, identified as Kate, told Melbourne radio station 3AW that she felt
vindicated by the ombudsman's report.

"I was pretty shocked more than anything, but I was not surprised," she said.

"I knew that something wasn't right anyway, but it still hurts."

Victorian Premier Steve Bracks, during a visit to Canberra today, said the report highlighted
the strengths of the system.

"It just shows you the system is working effectively and well when we have independent
scrutiny of individual events," he said.

Opposition police spokesman Kim Wells said footballers must be treated like everyone
else in the community.

"There should be no exception and if there is then that's an indictment on the police
minister and the Victorian police," he said.

"This is a disgraceful situation that needs to be further investigated to ensure that
the procedures are right so this doesn't happen again."

Net sales for the first quarter of 2002 totaled $5,462,874, compared with $5,715,894 in the comparable period a year ago. When Sam's Wines & Spirits Inc. launched its first Web site in 1995 -- listing a few items and a toll-free number for ordering -- the company believed it was making a big leap into cyberspace.

But traffic was light and orders even lighter for the Chicago-based liquor retailer.

The company tried again in 1997 with a redesigned Web site highlighting nearly 1,000 items and offering online ordering. But the graphics were hardly awe-inspiring, and sales remained mediocre, totaling less than $250,000 in 1998, just a fraction of the store's $40 million in sales.

As management frustration built, Sam's shut down its site in September 1999. A few months later, with the help of Chicago-based Web designer Eyehand Interactive Inc., Sam's unveiled a site boasting jazzy graphics, a customer-friendly layout and 5,000 items -- to grow to 15,000 by the end of summer.

It wasn't cheap -- Sam's executives estimate they spent more than $75,000 -- but Internet sales at www.samswine.com are humming along at an annual rate of $2 million.

"We really have a look, and functionality, that we're comfortable with now," says Andy Pates, the retailer's e-commerce director.

Sam's experience underscores a basic tenet of cyberspace: Web pages that were state-of-the-art a year ago can quickly grow dull.

Many e-commerce companies, and those using Web sites as passive marketing vehicles, are following Sam's prescription by remodeling, revamping and upgrading their sites. And while the investment in special design expertise can be expensive, most companies agree it's money well-spent.

"Much of the need to upgrade is driven by competition," Eyehand President Josh Ermentrout says. "Companies take a look at competitors' sites and wonder why their own isn't as colorful or good-looking. Management draws a deep breath and decides it's time to move up to the next step. They rarely object to the costs involved."

Indeed, Sam's Mr. Pates concedes that spiffy Web venues run by such e-commerce rivals as New York's Sherry-Lehmann Inc. forced Sam's to beef up its own site.

Additionally, regular Internet users expect more from a Web site than an attractive logo and some boilerplate.

When ASAP Software Inc., a Buffalo Grove-based seller of software licenses, put up its first Web site in 1997, it contained little more than the company's broad business philosophy and a calendar of upcoming events. E-commerce at www.asap.com didn't begin until April 1998, when a $30,000 upgrade included order-taking capabilities.

But by early 1999, just 5% of company sales were generated online, and management was getting impatient. "We recognized that the world was moving, and we had to move much deeper into cyberspace," says Paul Jarvie, president of ASAP, a division of Denver-based Corporate Express Inc. In June 1999, the company spent $50,000 on another Web upgrade.

The new Web site was a significant advance, allowing customers to buy and download software and order customized reports. Orders also can be made in four languages using four currencies.

The new site clicked with customers.

"Today, we're approaching $1 billion in annual sales, and 25% of that is from Internet sales," Mr. Jarvie says. "A year from now, we want at least half of our sales to come through e-commerce."

While the new Web site is a success, Mr. Jarvie notes that the redesign is just the beginning of cyber-spending. ASAP's Web page, he says, is simply the public face on a revamp that also has required enhancements to the company's internal software. Total cost of the behind-the-scenes work: $2 million last year alone.

But the improvements have taken ASAP well beyond old economy-style transactions. The former network, for example, required an employee to re-enter Web orders by hand on the main computer. "That's not an inspired way to approach e-business," Mr. Jarvie says.

The current ASAP system takes an order all the way to fulfillment with no human intervention.

"Taking out human contact is where you take cost out of the process," Mr. Jarvie says. "With fewer data input errors, we've reduced our returns by 50% over the past year."

Web pages are much better today than a year ago because of improved software design, experts say. The latest version of Web development software Dreamweaver from California-based Macromedia Inc. and the 3.0 version of Microsoft's browser Explorer have allowed immense advances in design, says Mr. Ermentrout of Eyehand.

"A site that looked great two years ago looks like hell now," he says. "We can do so much more these days."

And the cost doesn't have to be crippling. CA Development LLC in Chicago, a residential builder, spent just $5,000 last July on its first Web site (www.cadevelop-ment.com), a simple list of projects and phone numbers. The company upgraded in December by adding "virtual tours" of its houses with video that moves from room to room. The cost was about $2,000.

"Customers are coming to expect now a Web site where they can get a full view of your product," CA President Wendy Andrews says. "We know we have to keep up or become obsolete. Customers increasingly are telling us that the Web is what has directed them to us."

Edventions Inc., a Chicago firm that brings online links to schools, launched its first Web site at www.edventions.com when it was founded a year ago. The first upgrade was completed in March for $50,000, but Chairman Irv Shapiro already is looking ahead to further improvements.

"I think we'll dramatically change our site at least once a year," he says. "To be interesting, Web sites have to be timely. People get tired of looking at the same thing all the time."

SpeechTrans Offers Mobile Translation App for Hearing Impaired.

The new app enables the hearing impaired to conduct real-time two-way conversations in English, Spanish, French, Japanese, Italian and German and Mandarin Chinese without the need for sign language or an in-person translator.

INTERNET : MICROSOFT LODGES COMPLAINT AGAINST GOOGLE.

Another complaint has been lodged against Google, and by a big name in the business. Microsoft announced, on 31 March, that it, too, had lodged a complaint with the European Commission, which is completing an investigation into abuse of dominant position in online search engine services. Based on several complaints, the EU executive has been looking closely, since February 2010, into how the world's leading search engine promotes its own services at the expense of its competitors' in its results listings and into certain exclusivity clauses imposed on advertising partners.

Yet there is a ring of tit-for-tat in this complaint, because Google, with Opera and Mozilla, was at the origin of a DG Competition investigation in January 2008.

Brad Smith, vice-president of Microsoft, commented in a blog published on the group's website: "We have concerns about a growing number of practices aimed at preventing others from creating a competitive offer [ ] It blocks content and data its competitors need to furnish search results to consumers and to draw advertisers," the main source of earnings for free online services. Smith identifies the subject of the complaint: the online video site YouTube, bought by Google in 2006, to which mobile access is only possible through its own Android system or Apple's iOS (which is not in competition with it), but not to competitors such as Windows phone. Microsoft argues that this constitutes a barrier to competition.

ECOSYSTEM LOCKED UP

The Redmond-based firm also details its arguments meant to demonstrate that Google locks up its ecosystem and is privatising portions of the internet in flagrant breach of competition rules: access to data, online searches, online advertising and content (Google books).

The European leader in search engine services has replied that it is "not surprised," since the original complaint that triggered the Commission's investigation was "filed by a subsidiary" of Microsoft, Bing. It added that when the Commission opened its inquiry, in February 2010, Google had accused Microsoft of creating tension without reason, because it maintained good relations with one of the complainants, Ciao!, until this firm was taken over by Microsoft.

Google is developing a strategy different from Microsoft's at the time the Commission ruled against in it March 2004, preferring to work out a friendly settlement with the EU executive in line with the agreement concluded with the Federal Trade Commission in the United States, which had opened an investigation into privacy problems related to the launch of its service.

The Commission has taken note of the complaint and, in keeping with procedure, will inform Google and ask for its comments.

This contrasts with the perceptions of the non-cat owners surveyed who describe multiple cat homes as smelly and dirty. Eighty-seven percent of non-cat owners think multiple cat homes have hair all over the furniture, carpet and flooring and 48 percent say they expect a home with two or more cats to have stains on the furniture or carpet from the cats.

Town names new police chief

Kevin Brinkley has been promoted from lieutenant to chief of Nags Head's Police Department following the retirement of Chief Wayne Byrum.

The Elizabeth City Area Chamber of Commerce will hold its first Chamber Golf Tournament on Sept. 24 at The Pines at Elizabeth City.

There will be a 10 a.m. registration with a shotgun start at 11 a.m. with Captain's Choice/Best Ball Format.

The cost is $110 for individual players; $440 for a team of four. Mulligans are $10 each; one per player.

A Hole in One Contest will be held for a chance to win a 2009 Honda Accord from Hall Honda of Elizabeth City.

The dinner and awards ceremony will be at 5:30 p.m. Dinner only for non-golfers costs $25.

Toddler time set for Thursday

Port Discover will hold toddler time at 10 a.m. Thursday at 613 E. Main St. in Elizabeth City.

Children will learn about sound and how it travels, identify some sounds and make their own sound phones.
